Arts Bournemouth is looking to engage a consultant to carry out an options appraisal regarding the future delivery of the Festival, in particular for 2016 and 2017.
The purpose of the contract is to:
1. Review the 2015 structure for the delivery of the Festival
2. Discuss with local partners and organisations their knowledge, experience and interest in engaging with the delivery of the Festival in the future
3. Engage Arts Council England with the review
4. Review the timing of the Festival
5. Consider the options for linking with other established or emerging Festivals
6. Deliver a report detailing your finding and outlining the options moving forward including benefits and consequences of each option

Arts Bournemouth can provide all the necessary information regarding the delivery of the 2015 Festival and can provide contacts for a number of individuals and organisations to liaise with.

Background
Arts Bournemouth (Bournemouth Borough Council) works to enhance and promote art and culture across Bournemouth, presenting events throughout the year, including the annual Bournemouth Arts by the Sea Festival. A key aim of Arts Bournemouth is to create a stronger presence and profile for the arts in Bournemouth and to increase the range and engagement of audiences in the Borough and beyond.

Bournemouth Arts by the Sea Festival 2015 was the fifth year of the Festival and presented an inspirational and diverse programme over the duration of ten days, 9th – 18th October , in a number of outdoor and indoor venues.

The Festival holds Arts Council England National Portfolio Organisational status 2015 - 2017 and is jointly funded through Arts Council England and Bournemouth Borough Council.

The Festival strives to:
 combine high-profile, inspirational, spectacle outdoor events with local participation;
 develop site-specific performances and activities at locations which explore the lesser known and unusual places and spaces in the Borough and beyond;
 commission exemplary new work with our key partners, co-commissioners and collaborators;
 create ambitious new opportunities for regional artists and our associate artists
 incorporate artistic activities that fully exploit the unique seaside characteristics of Bournemouth.
The Festival is currently delivered by the Arts Bournemouth team strongly supported by the Bournemouth Borough Council Tourism Events, PR and Marketing teams.

For 2015 a Creative Producer was contracted to source content and advice on the programming of the Festival.

The 2015 Festival opened with a weekend of free outdoor events throughout the town where the focus was to raise awareness of the festival and increase engagement with the arts through inclusive and accessible events across a range of disciplines. Throughout the rest of the programme the Festival worked with partner organisations to present a broad programme of events and exhibitions in a variety of venues (both indoor and outdoor) across the Borough. The theme this year was based around ‘light’, placing emphasis on the sea and Bournemouth’s unique location.

The contract will be offered subject to confirmation of status as a self-employed person and confirmation of public liability and professional indemnity insurance.
(Bournemouth Borough Council carries insurance to cover its employees. This does not extend to self-employed persons. As a result, an artist or contractor who is not paid through the Council’s payroll system is required to provide evidence of public liability insurance).
As a Freelance Contract the successful candidate will need to administer all income tax liabilities and National Insurance payments in respect of the fees received for this contract.

The Council’s standard Terms and Conditions will form part of the Contract.
